Title: The Trade Performance of Bangladesh in Clothing

Abstract
We examine the impact of the trade liberalization on the textiles and clothing industry in different regions based on an applied general equilibrium model using the Trade Analysis
System (TAS), the COMTRADE database of the United Nations Statistics Division
(UNSD). We also examine the competitive positions of Bangladesh and selected developing countries which are competitors of Bangladesh in textiles and clothing. We found that the USA market is more competitive and volatile, compared to the European market and the major exporting countries are China, Mexico, Philippines, Hong Kong,
Sri Lanka, Pakistan, Thailand, Malaysia, India, Indonesia, Taiwan, Korea Republic, and
Bangladesh also. These are the main competitor country for Bangladesh.

1. Introduction

The WTO Agreement on Textiles and Clothing (ATC) succeeds the Multi- Fibre
Arrangement (MFA) with the ultimate objective of putting in place a market driven global trading regime in textiles and clothing. The ATC calls for the gradual elimination of restrictive trade practices, such as the MFA and the complete integration of the textiles

    Foreign Trade Statistics (FTS), one of the core publications of Bangladesh Bureau of Statistics (BBS), is being published annually since 1973-74. It is The 23rd issue which contains information about exports and imports of 2008-09. It should be mentionable here that it presents disaggregated data to the possible extent on foreign trade following Harmonised Commodity Description and Coding System (HS code). The data furnished in this report have been collected from National Board of Revenue (NBR). Although BBS used to collect some export and import documents from various customs stations to ensure complete coverage of foreign trade but for the present issue, the only data source is NBR which brings all the data generated in various customs stations under their documentation. This edition has got two parts: Volume-I having five tables with export data and Volume-II containing four tables with import data.     The TBT exists to ensure that technical regulations, standards, testing, and certification procedures do not create unnecessary obstacles to trade. The agreement prohibits technical requirements created in order to limit trade, as opposed to technical requirements created for legitimate purposes such as consumer or environmental protection. The WTO Agreement on Technical Barriers to Trade (TBT) seeks to protect the interests of: (i) Importers by allowing them to protect human, plant and animal health and life; consumers; environment; national security; and other policy interests by imposing technical regulations and standards on their imports. (ii) Exporters by assuring them that these standards, regulations and conformity assessment procedures do not impede trade. Now in Bangladesh, 2 million garment workers are working in the RMG units, of whom 80 per cent are women. RMG roughly covers 76 per cent of the total export of the country and is the highest earning industry in the economy. 2 million workers in 4,000 factories, which is about one-fourth of the number of employees engaged in the manufacturing sector, constitute the real backbone of the country's economy. Study shows that the RMG sector and related upstream and downstream activities are estimated to contribute an income of about $ 5.0 billion which is equivalent to about 9 per cent of Bangladesh's current GDP. Comparatively, over the same period Bangladesh's ne disbursement of aid was to the tune of only about $ 800 million. Thus, RMG sector's contribution to Bangladesh's balance of payments and foreign exchange reserves also cannot be understated. TBT is an agreement under WTO which is closely related to RMG sectors. As RMG contributes mostly to the country’s economy, any kind of nontariff barrier may affect it’s contribution if it is imposed by the deceptive way.
