High cohesiveness can be achieved in an organization having a huge size and great diversity like the police force by having a strong leader.

Eliot and his team needs to be motivated properly by providing all the legal and resource support to prevent this type of frustration to be accumulated. Hence we need more positive motivators from him employers i.e. Government as well as consistent organizational policies.
