Tnc's Ordinance Policy Summary
In August 2014, Transportation Network Companies (TNC) initiated operations illegally within Broward County and at Fort Lauderdale-Hollywood International Airport (FLL). On January 13, 2015, (Item No. 43), the Broward County Board of Commissioners (Board) directed staff and the office of the County Attorney to draft an Ordinance to regulate TNCs operations. The Broward County Aviation Department (BCAD) was directed by the Board to commence negotiations with the TNCs to draft an “Interim Agreement”. Following several attempts to come to an agreement on interim operating requirements and fee structures, an Interim Agreement could not be reached. TNC (Uber) would not agree upon the terms which would require them to carrier the same insurance minimums as other commercial vehicle operators within Broward County, background checks and the ability to audit at the request of either entity. On April 28, 2015, (Items No. 9 and 10), the Board approved Ordinances 2015-21 (TNC regulations) and 2015-22 (Background Investigation Requirements) putting unresolved issues to rest. Both TNCs operating in Broward County (Uber and Lyft) finally executed the License Agreements. Ground Transportation and Landside were being separated and moving to different sections under new Directors. Each Director advised their own team members would be appointed to oversee each section and, soon, I needed to look for employment elsewhere. With the entrepreneurial spirit in mind, I drafted a business case for an Aviation Commercial Vehicle Code Enforcement Section. The formation of this section would resolve current and any future enforcement questions, safeguard Airport fees and hopefully protect my employment, at least for the time
