Development has usually been treated as a process, a particular kind of social change. Nevertheless, development is also a state or condition. Whenever a society is called developed or underdeveloped we refer to its present condition. Similarly, when development is declared to be a major goal of Third World nations, the allusion is to a terminal condition, not to a process. Thus, the single term 'development' refers to both the destination of a journey and to the journey itself.
