The way I see it is that most people seem to visualize situations like these as morally wrong, and they are too distracted to realize that it 's not necessarily an infraction of criminal law. This can relate to abortion, but majority of the time women who are under eighteen abort their child. Whether they have a good cause or bad one, I still believe that it 's an act of free will. In addition, sometimes people, especially children, don 't even know that they are committing the crime. For example, a child who is not wearing a seat belt may have an effect afterward, but as he or she is presently not wearing one, nobody is hurt. Also, in the state of California, one of the reasons to which why an action must be considered a crime is because the person has to know that they are purposely committing the crime. Victimless crimes are considered crimes because they only harm the indivi dual that wants to do the crime, and not any one
