Introduction
The West Indies Yacht Club Resort (WIYCR), located in the British Virgin Islands (BVIs), has been successfully operated from 1980. However, WIYCR has been experiencing operational difficulties in high competitive market during the recent years. Some problems become alarming, seriously influence on the operating performance of the resort. In this report, it will identify the critical issue in WIYCR, and analyze what reasons cause these problems, as well as delineating feasible recommendations.
The critical problem
In this case, it described many internal and external problems, but it can be concluded to three major issues, such as high turnover rate of expatriate manager, rising number of complaints by guests, and increasing conflict between expatriate manager and local employee. These symptoms can express overriding issues, which WIYCR is experiencing barrier of cultural communication in the organization and weakness of international human resource management (IHRM).

In internal factors, WIYCR includes various cultural employees and managers from executive management to bottom level (Exhibit c15-4). This may easily cause obstacle in business communication owing to difference of attitude, social organization, thought pattern, role, language, and nonverbal behaviors (Samovar et al., 2009, p. 221-240). In the external factors, the rigid local government regulations increase barrier of intercultural communication. The firms cannot lay off staffs in slow season or easily fire unemployable employees. This probably causes WIYCR need fire unfamiliar expatriates to reduce costs, which may increase level of tension with local staffs and inequity social status.
