The main goals work within the programs strategic model by producing the desired end outcome of increasing Federal Trust Species populations. The output of the strategic includes the number of targeted species, partners, and conservation agreements signed along with the amount of acres for habitat conservation. The outputs are worked into the main goals of enhancing information sharing, increase the expertise of the staff in science and technical fields, increase partnerships and maintain a strong relationship, and increase accountability within the program. These main goals work into the primary goal of restoring and protecting habitats of Federal Trust Species and producing the end outcome of the increase their percentage. The Coastal Program used adaptive management hand in hand with monitoring and tracking progress. The two types of monitoring the U.S. Fish and Wildlife Service uses within the Coastal Program are effectiveness monitoring and biological response monitoring. Effectiveness monitoring can evaluate if the restoration project had the intended purpose achieved and is required within the Coastal Program. (Pacific Region Partners for Fish and Wildlife and Coastal Program Strategic Plan, 2007, p.23) In order to have successful monitoring clear objective must be laid out. The objectives that the U.S. Fish and Wildlife Service has laid out are provide the appropriate direction for the type of monitoring being used, measure of restoration success, have the condition of the desired restored habitat be described to others, and thinking of the desired condition or state of the habitat be sharpened and focused. (Woodward, & Hollar, 2011, p.4) Biological response monitoring creates a cause and effect between the focused habitat practices and implantation of the program itself. (Pacific Region Partners for Fish and Wildlife and Coastal Program Strategic Plan, 2007, p.23) Different types of monitoring can be used within the Coastal Program, but effectiveness monitoring is mostly uses. Other types of monitoring that can be used include pre-project baseline, qualitative effectiveness,
