A person of poverty may have a harder time in life than someone with money. However, a person of color has the hardest time out of anyone. People of color are forced to change their behaviors and abide by laws even though they inherently discriminate against them due to their discretionary variables. In the novel “in white neighborhoods, only 1 in 41 properties that could have receive a nuisance citation actually did receive one. In black neighborhoods, 1 in 16 eligible properties receive a citation.”2 If a black woman or family needs help from the police they think twice before calling for help because they know they will be written a nuisance citation. However, their white counterpart would have free will to call the police as they would be less likely to receive a nuisance citation. A person of color must face the disadvantages of a law put into place to protect others, but unfortunately that law does not protect them instead, inherently discriminates against them. Even though black families were discriminated against they “were immersed in a domestic web of a large number of kin and friends whom they [could] count on. Those entwined in such a web swapped goods and services on a daily basis. This did little to lift families out of poverty, but it was enough to keep them afloat.”2 Black families did have the support of their kin and states tried to address this problem by adding polices like Aid to Families with Dependent Children. These policies were put into place to reduce the kin dependence that black families had and increase their independence form each
