Without these in place the government could do whatever it wants without little retribution. Having the constitution holds the government responsible to the Canada people in the way it acts. In addition to that, it’s stated in section 32.1 of the Constitution Act (1982) “This Charter applies (a) to the Parliament and government of Canada in respect of all matters within the authority of Parliament including all matter relating to the Yukon Territory and Northwest Territories; and (b) to the legislatures and governments of each province in respect of all matters within the authority of the legislature of each province.”
