This policy ended up favoring Great Britain. Then on september 2, 1940 we create Destroyers for Bases Deal. The U.S. agrees to give Britain 50 destroyers to help combat German submarines. It becomes obvious at this point that war was coming, and Roosevelt was eager for war. He signs the Selective Service Act of 1940, which is the first peacetime draft in American history. 1.4 million men were sent to train for war. This is another reason that made everyone clearly know we were getting ready for war. Then FDR was re-elected in 1940.
