One of the barriers is establishing human safety and immunogenicity within a shorter amount of time then the current amount of time. The problem with this is by the time the test is complete and is safe the epidemic will have ended. This was the case with the epidemic of Ebola as the epidemic ended an effective vaccine was produce at the epidemic's end. This is an scientific issue because when facing the unknown time will be a limited resource we need to improve how humanity can research possible vaccines quickly. If an effective vaccine is created then the question arises "Who gets it?". Humanity desires for all part of humanity to receive the vaccine but there is not an endless supply of vaccines to be given. Why? Why is this a barrier we should be producing the vaccine fast and effectively and they should be sent out as quickly as human possible. However, this is not the case during the influenza cases in 2009 and 2010 there were issues and many location did not receive the vaccine in time and many suffered. Vaccine is pointless if people do not receive the vaccine. This barrier is not one of scientific failure this barrier is of economic failure. Producing and sending vaccines revolve around one thing money and is there enough. The funding needed to produce a vaccine and send the vaccine needs to be increased. There are cases where vaccines as not mass produce because the expense is too high or is too expensive to send them out as fast as they are produce because of the lack of funding.
