Having a good understanding of the Baldridge Criteria allows for a comprehensive organizational assessment that is based on a good security preparedness for an organizational perspective of their readiness and vulnerabilities that exist within their overall infrastructure (Fisher, 2004). The color-coded system provides a common language and understanding for all levels of government and public to follow regarding critical threats to homeland security. This system ensures that homeland security warning information reaches the appropriate federal, state, local authorities, public and private organizations and, the American public, in a timely manner (Fisher, 2004).
