After the Homeland Security Assessment of the organization has been completed it is then time to develop a Homeland Security Plan and Budget. The first step in this process is to “list the documents that were identified in the assessment on the Homeland Security Documentation List” (Fisher, 2004). When listing these documents the assessment team would need to list the description of the document, the date the document was created, the date of any revisions that might have been made to the original document, the document location and the document owner.
The second step in this process is to fill in the Homeland Security Plan and Budget Worksheets. There are several different worksheets that make up this process. I would say that the first worksheet is similar to a cover sheet where the assessment team would fill in the “name of the organization” that the Homeland Security Assessment was conducted on. They would then provide the “organization’s vision and mission statement as well as their shared values”. On this same worksheet the team would list the objectives of the organization in order by department” …show more content…
(Fisher, 2004). The subsequent worksheets will pertain to information regarding each department’s strategies and cost that would apply to implementing those strategies. For example, if we were completing a “Homeland Security Plan and Budget Worksheet for our organization’s Customer and Market Focus department or area, we would begin by listing an objective. The objective provided in our sample worksheet is to “align homeland security initiatives with key customers and markets”. Under the objective we would list each strategy and its cost to achieve this objective. Again, the example provided in our material is to “survey key customers annually regarding homeland security initiatives that are offered”. “The projected cost for this objective is listed as $4000.00” (Fisher, 2004). We would continue filling out each worksheet in the same manner providing the same information for different aspects and/or departments of the organization.
The third step in the process of developing a Homeland Security Plan and Budget would be to fill out the “Strategic Planning Worksheet for a Homeland Security Plan and Budget”.
This worksheet list each category or department that makes up the organization, whether the strategic plan is long term or short term, an objective, strategy and costs involved. One would circle the appropriate category and term that is the subject of the strategic plan worksheet. The worksheet then requires the input of information such as “Action Items (steps to accomplish strategies), Who is Responsible (Who would be held accountable), the Review Date and the Completion Date; which would be filled in accordingly” (Fisher,
2004).
We would then move to the fourth step of the process, which would be the Homeland Security Plan and Budget (Based on assessment results). This worksheet requires the assessment team to list the “name of the organization that the homeland security assessment was performed on as well as that organization’s vision and mission statement and their shared values statement” (Fisher, 2004). We would also repeat the process of listing the objectives for each category on this worksheet.
Once the homeland security assessment has been completed and all the data has been transferred onto the afore mentioned worksheets the next step in the process would be to present the Homeland Security Plan and Budget results to the senior leadership for review and implementation.
