I do not know if that is what Beethoven thought about as he wrote it, but it is the perfect tempo for dancing. The second theme seems hurried as if it trying to get away from someone or something. It reminds me of either a race or two men vying for one girl and arguing over her. The development sounds as if something went wrong and someone is panicking. The men both realize they like the same girl and they are not backing down. It slows down at the end of the development, like a stand-off. Each one of the men do something small to try to get the girls attention. They all begin dancing again at the beginning of the recapitulation. Throughout the recapitulation, she is dancing with one man, and then the other man steals her away. They are pulling her back and forth during the second subject. She is trying to choose and dances by herself for a little while. She chooses one of the men during the coda and they dance until the song
