In my opinion, after research and analysis of these systems, with the risk involved in both entities, best interests would be a disservice to Scaled Composites and Space Systems Technology to proceed with anything but a standalone program. Portfolio management is ideal for meeting expectations of one or more strategic business objectives (Project Management Institute, 2017). Prosecution can result from the Procurement Integrity Act 41 U.S.C. § 423(c) that imposes additional requirements on competitive procedures when and within projects awarded (Cusick, 2006, p. 7). In addition, under 18 U.S.C. § 208, government contracts and projects place further specific stipulations regarding financial interests or negotiations, to include future ones as well (Cusick, 2006, p. 5). Intermingling, or mixing, of assets, be it human capital, property including intellectual property, are all intertwined logistically, beyond that of ethics or of the integrity of the company. This will lead into unforeseen cost overages of projected project development of expenses and budget objectives of not only this project, but also existing effectively run projects, that we are engaged with ensuing and evoking setbacks, not maintain value to the stakeholders.
