The CGC Walnut, a 225’ Juniper class, sea going Buoy Tender in Honolulu is not efficiently manned. The Coast Guard Cutter Walnut lacks the manpower and ability to respond effectively to general emergency casualties. The supporting points I will be covering, will be the current workload status, shortage of personnel and the conditions of material readiness parameters. As stated above the current workload demand exceeds the Personnel Allowance List (PAL) for the CGC Walnut. For in port operations, the current workload demand indicates that 94% of the enlisted crew exceeds the maximum workload capacity standards, 3% are at the maximum limits of the standards and 3% fall below the optimum workload capacity (Juniper Class (WLB 225) Manpower Requirement Analysis 2008 pg1). The in port operations model revealed excess workload demand in the SK, ET, BM, EM, MK, and DC rates. During in port periods, the Manpower Requirements Analysis (MRA) accounts for 10,736 annual man hours in excess of the operating crew’s in port labor capacity. For category 4 and 5 CASREPS, CGC Walnut had an average of over 10 with a high of 15 CASREPS in FY14 while all other cutters averaged between 5 and 8.
