Cargo Handling
The arrastre operators and stevedores shall provide security to cargoes, port equipment, structures and facilities. However, that in port of entry, physical security to import and export cargoes shall be exercised jointly within the Bureau of Customs. They shall report to the PPA all the dangerous cargoes because they are the one who make regulations for the conveyance, loading, discharging and storage of dangerous cargoes within any port district and approaches to the port. (Presidential Decree 857)
Arrastre and stevedoring operators and contractors shall operate cargo handling within a port, the jurisdiction area of which is specific in the permit of memorandum of agreement or management contract to the exclusion of all others. They shall collect arrastre and stevedoring charges from port users concerned in the cargo handling rates prescribed by the Philippine Authority.
Statement of the Problems
What are the services being offered by the Arrastre Operators Stevedores in the importation of goods.
What measures can be suggested to improve the arrastre and stevedoring services in the importation of goods.
Significance of the study
To arrastre and stevedores, for them to be more aware of problems that they encounter thus would improve the operation in proper cargo handling. To importers that they would realize the importance of the arrastre operators and stevedores to the progress of their business.
Handling of cargoes- Cargoes are handled during operations in every in every department, division or plant of a company. It is a job that almost every worker in industry performs either as his sole duty or as part of his regular work, either by hand or with mechanical help. Physical differences make it impractical to establish safe lifting limits applicable to all workers.

Trimco must be aware of these deficiencies and collaborate with Navistar to remedy these. Navistar must then look at the problem internally. Top management has given them support in this matter and they must be utilized. Input across different business functions must be taken. Working with other departments will help identify issues that were previously not seen. Incomplete parts can be monitored with a quality control system that compares parts ordered or required with actual parts sent. Last minute design changes must be stopped, as they are not sufficient to let Trimco manufacture the parts on time. Quality of the parts can be addressed by raising awareness of the issue, and by also ensuring packaging and handling of parts are done in meticulous order…
