The vehicle was observed travelling eastbound on Oak Street crossing Main Street. The vehicle was stopped on the 100 block of East Oak Street. The operator was identified as Joseph S. ZENDROSKY. ZENDROSKY related he struck the sign while attempting to park the van.
ZENDROSKY displayed eyelid, cheek, and eyebrow tremors while I spoke with him. His pupils were constricted, his mouth was dry, and his left arm had bruising with noticeable puncture marks. He was requested to submit to a series of psychophysical divided attention tests; some of which he was unable to successfully complete. I requested him to submit to a chemical test of blood. ZENDROSKY refused to submit to the blood test. He signed the DL-26 form acknowledging the form.
Immediately after stopping the above vehicle which was operated by ZENDROSKY Officers observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards our location. During this time Officer …show more content…
Stamets marked police cruiser was partially in the intersection of Oak and White Streets with the emergency lights activated. Officer Pastucka's vehicle was positioned on the 100 block of South White Street near the Oak Street intersection facing northbound. The operator of the Pontiac continued pass Officer Pastucka's marked police vehicle (2013) and continued around Officer Stamets' patrol vehicle at an unreasonable speed. The operater stopped the vehicle beside Officer Stamets who was actively involved in a traffic stop, investigating the individual who was just involved in a hit and run. The operator had her passenger side window positioned adjacent to the driver's door of the bread van that Stamets had stopped. The female parked her vehicle near the curb (north side sidewalk) against traffic, in a no parking zone *** making the roadway impassible. While she sat stationary in her vehicle the passenger side window was open and she began yelling excessively toward ZENDROSKY. ZENDROSKY was asked who the female was and he related it was his girlfriend. She was directed to move her vehicle or to park it if she remained. The female put the vehicle in gear and moved the vehicle forward (eastbound) and parked in an appropriate location (south side of the street with the flow of traffic). The female exited her vehicle and proceeded to walk back toward ZENDROSKY and Stamets. Stamets instructed her to stay up with her vehicle while he spoke to ZENDROSKY. While she stood outside of the vehicle she displayed exaggerated reflexes bouncing her legs and body, and continuously moved around pacing back and forth from her vehicle towards ZENDROSKY'S. She was irritable, anxious, and talkative.
Officer Pastucka proceeded to speak with the female while Officer Stamets conducted his investigation with ZENDROSKY.
During that time (Officer Pastucka) obtained information (PA OLN? NAME AND DOB?) from the female who identified herself as Jessica M. KUFROVICH DOB: 06/30/1982. She was questioned about why she was there and she KUFROVICH displayed a noticeably dry mouth. Her eyes were dilated and she displayed leg, body and facial tremors. I observed an area on her arm that was bruised which contained a large amount of puncture marks. She was questioned about the marks and she related they were from a (?water shot?)*** She indicated she had an opiate addiction in the past but denied using any drugs today or
recently.
Officer Stamets spoke with KUFROVICH and questioned her about her driving.
She had a difficult time explaining the reason **at one point stating she didn't scream** later saying she doesn't know why and that she was worried for ZENDROSKY.

She was requested to submit to a series of psychophysical divided attention tests; some of which she was unable to successfully complete.
**Stamets questioned her on the use of drugs which she again denied using any drugs and stated she is not prescribed or taking any medication at this time.
She related she had a prescription in the past from a doctor for, but has not had the prescription filled and is not currently taking or using any medication.
During the field test Officer Stamets observed a white substance inside KUFROVICH'S left nasal cavity.
**KUFROVICH was questioned about recent use of a central nervous system stimulant, specifically methamphetmines.
I explained my findings to KUFROVICH and questioned her about the white substance in her nasal cavity. She admitted to ingesting methamphetamines this morning.
**She related that she and ZENDROSKY both used methamphetamine earlier. She said they (she and ZENDROSKY) got the methamphetamine from Joseph SANDERS. KUFROVICH and her boyfriend, ZENDROSKY indicated that they are homeless and stayed at SANDERS home the past two days. She said SANDERS has a vial last night that contained a liquid and later on he had the powder. She was asked if SANDERS is cooking/making the meth. She was not sure but believes it is possible. She indicated that she has been around individuals who manufactured methamphetmine before and was aware of the odor it produces during that process. She related SANDERS house has a similiar odor and indicated that she believes he may be manufacturing meth.
