SSG Carthen was instrumental to the overall success of the ITO operational readiness rate of 96%, thereby surpassing the DA standard of 90%. He supervised the Drivers Training Program, thereby facilitating that 3,000 Soldiers and DOD Civilians were properly trained, tested, and licensed IAW Kuwait laws and regulations. Ultimately, his team were re ensured that rotational BCTs, Task Force Soldiers, and Joint Coalition Forces were provided with superb support while conducting Reception, Staging, and Onward Movement (RSOI) while in theater.
