CHAPTER I – THE PROBLEM AND ITS BACKGROUND
INTRODUCTION
System Software is a type of computer program that is designed to run a computer’s hardware and application program. It is layered model and also the interface between hardware and user applications. It is designed to provide that platform for running application software.
Barangay Information System is software that serves as mechanism in the gathering and providing the information regarding the barangay. This system gathers the migrant’s profile, residents profile and stores it in a computer database. After the profile was submitted, the authorized users or the administratorhave the ability to Add, Delete and Alter the database. After six months of data of migrants being stored, the system will now give the migrant the privilege of having a Barangay Clearance. This system has the capability to print each migrant a barangay clearance and other files that the barangay hall can provide. BACKGROUND OF THE STUDY STATEMENT OF THE PROBLEM
a. General Problem
The quite outdated, pen and paper information system of the barangay is slowing down the management’s transactions. It also adds extra cost due to the additional manpower to keep the system running.
b. Specific Problem
1. Manual Record Keeping
2. Data not secured and organized
3. No employee data access control
4. Manual data gathering procedure

THEORETICAL FRAMEWORK

ADDIE Model
The ADDIE instructional design model is the generic process traditionally used by instructional designers and training developers. The ADDIE model is at the very core of instructional design and is the basis of instructional systems design (ISD). There are various adaptations of the ADDIEmodel but it generally consists of five cyclical phases—Analysis, Design, Development, Implementation, and Evaluation. These processes represent a dynamic, flexible guideline for building effective training and performance support tools.
