Officers displaying their personal authority would compel conformity to those living on skid row. Aggressive law enforcement officers would be the ones dispatched for their style of policing, often the type of law enforcement not necessary for those living in this community. Resident living on skid row would be better suited with an officer with “a flexible contingent approach” (Huey, 2007), that way, the officer has the ability to decide how to approach the desires of both the inhabitants of skid row and the laws that are dictated by society. If Joe stole food from John the skid row community would deal with Joe themselves, however, if an outsider harasses or picks a fight with a member of the skid row community then the community would look to the police for their services, “mobilization of law” (Black, 1980) would be initialized. The police would then perform their servant duties to protect the skid row members.
The community of skid row can be seen as both a disorganized community due to the fact that there is little agreement with the norms of society, while being independent of society as a whole and the zone of indifference, because inside this zone the officers can be officious law enforcers and yet have little fear of retribution from the people of this community. This community can also be viewed as cultural homogeneous due to the fact that they all share the same cultural environment. When looking at all things being equal, the make-up of the community often has a stable
