Man gunned down in the streets of New Orleans is the typical news headline in New Orleans. Crime has increased so drastically that citizens have moved to different parishes just to feel safe. The crime rate has increase and New Orleans has been labeled the “Murder Capital of the World”. There are undoubtedly many factors contributing to crime but the focus should be those connected to the root of the problem. The systems in New Orleans have failed our kids and it’s up to the citizens to begin the process of taking back our streets. Crime in the city is a great concern but if we can help change poor education, job opportunities and poverty this community can be what every citizen imagine too live in. Giving children some hope instead of turning the other cheek and watching them go down the wrong path in life can help. However, according to Sally Brown, volunteering brings these groups together and unites communities through bonding and “mutual understanding” (qtd. in Dykhuis 16). In fact, Pappas states that many youth volunteers get started in service work through church or school. Consequently, these closely knit programs encourage friendship and address areas of each community’s concern (Dykhuis 16). This allows communities to come together through a similar cause whether that be “illiteracy, teen pregnancy, high crime rates, or drug abuse” (Spiegel and Safrit 14). Community policing is explained as a collaboration of community and the police working together to help identify and solve criminal activities. Additionally, the whole concept behind it is to promote public safety and to enhance the quality of life within the neighborhoods in which we reside in. Community policing is composed of two major components which are community partnership and problem solving. Community policing is a program that was initially started in the 1940’s. All of the support that was released for this program was materialized actually in the 1980’s. One of the main goals if not the most important goal was to bring in the law enforcement closer to their local public to help better establish relationships and partnerships. They would build these relationships and partnerships with local businesses, group organizations, local residents and social service agencies. The whole reason behind building these relationships was to help each other in the long run of having a better understanding of what was actually needed by the community and to address local problems. (Community Justice, pg. 26-7) Like we discussed earlier, partnerships and relationships are very important for community policing, but another topic for it would be organizational transformation. An easy to understand description of organizational transformation would be the alignment of organizational management, structure, personnel, and information systems that support community partnerships and problem solving. Community policing may not carry the instant image of gang suppression, but it can build trust among the substantial majority of a neighborhood who are not gang involved, empower those residents and build an alliance in which they help prevent and reduce gang violence. Partnerships with leaders in education, job training, employment, counseling, family support and other services can strengthen options to help residents of a neighborhood, including gang members, address problems they face. Building trust is a critical element in helping gang plagued communities regain their sense of civic pride and local control. Community policing provides a platform to address multiple issues by bringing in appropriate local, state and even national resources, and these neighborhoods typically need all the help they can get to get back on their feet. Community policing is a proven method for lowering the crime rate in the United States. Community policing has been a law enforcement strategy for nearly thirty years. In august of 1994, the United States Department of Justice formed the Community Policing Consortium. The goal of this consortium was to develop a framework for understanding and implementing community policing in neighborhoods across America. The consortium consisted of representatives from the International Association of Chiefs of Police, the National Sheriff’s Association, the Police Executive Research Forum, and the Police Foundation. According to the consortium, community policing consists of two core components, community partnership and problem solving (Gaffigan, 1994, p. 13). Community partnership focuses on a mutual trust between local police departments and their community’s residents. In order to facilitate this mutual trust police should encourage residents to come forth with any information they may have. In turn police departments should send representatives to speak with neighborhood groups, participate in business and civic events, work with social agencies, and take part in educational and recreational programs for school children (Gaffigan, 1994, p.13). The consortium also encourages police departments to perform duties outside of the normal law enforcement scope. Some of these duties include helping accident or crime victims, providing emergency medical services, helping dissolve domestic and neighborhood conflicts, working with residents and local businesses to improve neighborhood conditions, and providing a model of citizenship (Gaffigan, 1994, p.13).
