Either build a center for these people, help them find jobs and stop putting liquor stores on every corner of these neighborhoods.
Kentucky spent over fifty million dollars incarcerating people who did not commit a crime and I still do not understand why it took them so long to notice this increase of inmates since they have some sleeping on the floor. The documentary somewhat has a connection with the 8th amendment since most people who were incarcerated were drug users and individuals that were in the lower class/ poverty level which made these people more targetable. Additionally, it did display some cruel and unusual punishment since the majority of the inmates was diagnose with mental issues. However, I did not hear about expensive bail for a person to be released. When it comes to the 13th amendment it kind of in the mist of the prison since they just throw the people in their who they feel are a threat and not the ones who are a danger to the society and the people around
them.
