Goffman (1970), suggests there are two main strategies for someone with a discreditable attribute, passing and withdrawal. Passing is seeking to hide the discreditable attribute, and withdrawal is when the person withdraws from social contacts where ever possible. One reason for the slow progress is a false belief that many people with learning disabilities lack the skills to manage their own support. Which from personal experience I know is not true. If a person with a learning disability has access to good information, a supportive family, for example or an advocacy service, they too can benefit just as much from direct payments as those with physical disabilities (Sayer, 2011).
I believe giving people power and control of their own resources and determining how their needs are met is transforming social services. Many people want to organise all their support and services themselves, based on good information received from people they trust. Others will want help from peers and user-led organisations. However, many people who use services indicate that they still want social work support to manage risks and benefits, to help build their self-determination so that they can take control or make difficult decisions themselves (Department of Health,
