That statement is part of reformed laws that mandates offices to take action to a domestic dispute. If they chose not to do so, they are still held responsible, in my opinion, they have to give an explanation for not doing so. Women do not even try to make any indication on wanting to obtain any form of physical and sexual pain. It is true that it has happened in the past, but now it should not be justified. There should not be any victim-blaming on women, but more blame should go towards the perpetrators that commit an act of violence towards women and girls.
