A draft for this century means males could be drafted because of service in combat will be a high likelihood, but of course females can still enlist if they chose too. The term of duty would be very short and there would be a follow up reserve for 2 years. With this draft system, it is more likely that enlistments in the reserves would increase, leading to a recruitment increase. There would also be alternative options for other service in the reconstructed conscription system, which would fully protect the rights of the people choosing not to serve in the armed forces. Higher pay should be aimed at enlistees whose skills require job experience and extended training. A specific pay system can be arranged to give long term enlistees higher pay than the draftees. Sadly, the U.S now has overpaid recruits and underpaid sergeants. Bonuses and pay raises shouldn’t be focused on the recruits, but instead the career force.
