An outcome evaluation is most appropriate since it is an evaluation method that measures the changes that have resulted due to the diversion program. It will be used to show how the youth under the juvenile diversion program have changed as per the objectives of starting up the program. Such expected changes would include the change of behavior of the youth to the positive; for instance, from drug use to a drug free life and reformed mentality and perception about life. This calls for different aspects in regard to the roles of data collection responsibilities. The community members will take the leading role of data collection. Staff members will also be useful for data collection especially where specialized observations will be used. Besides, the responsibility will also be designated to several professionals in their respective areas such as the statistics segments.
