1. INTRODUCTION
Luzern Council is planning an outdoor community event which will be carried out in summer 2010. An event company is employed to organize according to the background and requirement which have been given by the Council. Certain aspects such as site planning, crowd management decisions, legal licensing responsibilities, supply chain management and a full risk assessment will be justified. Appropriate measurements and alternatives are discussed in the following sections. Please refer to Appendix 1: Event Run Down for details.

2. CROWD MANAGEMENT
The main function of crowd management is taking all the necessary precautions to prevent the crowd from losing control under any circumstance. It must begin prior the actual event, by delivering the related information to the public, to a large extent, is a very useful method of controlling people expectations. Whereas the behavior of the attendees influenced by the performance and activities during the event. The problems of bottlenecks, overcrowding will be created if the movement of attendees is out or control.
For effective crowd management, certain aspects that have to be dealt with in a systematic way are: planning the event (e.g. correctly estimating the number of people attending, site planning); risk assessment; strategies to minimize risks; emergency planning and procedures; communication; monitoring crowds and review (Bowdin et al, 2008).
The Ufschötti Festival is a public event. Therefore, crowd management is one of the main concerns of the event company. The major decisions and measurements related to this issue are going to be discussed more detailed in the following sections.
2.1 Access to the venue/ Transportations
Traffic management has to be well-organized in order to reduce traffic jam, ensure safety and convenient, as well as to minimize traffic disruption. This management can be planned in several aspects such as closure of road, provision of shuttle bus and car parking area.
