a dark skinned Latino is just a form of description that now brings the chances of finding the suspect a bit more closer than before.There may be countless tries before the actual suspect is found since maybe there were numerous of other individuals who had also fit that profile. However, this is not labeling them as either Black,Hispanic or White. It is just stating information that was suggested by witnesses of how the suspect may have looked like.
