Dr. John Lott and David Mustard from the University of Chicago did a study dealing with the “Shall Issue Laws.” These laws state that any adult without a criminal record or mental illness may own a gun. In 1977 to 1992, the thirty-one states that passed these laws were examined county by county. They found that murder rates went down by eight and a half percent, rapes down by fifteen percent, aggravated assaults by seven percent and robberies by three percent (Harris). This study also showed that if the states that didn’t have “shall issue laws” would have adopted them in 1992, it could have prevented 12,000 robberies, 60,000 aggravated assaults, 4,177 rapes, and 1,570 murders per year.
