HIPAA Violations In Andrea Smith's Article

This article is about a woman named Andrea Smith who discussed a patient's information to her husband who called the patient and then used her information against her. I honestly don't understand why the husband called the patient and would use their personal information against them.
Some key points in the article were that the people in the court we saying HIPAA violations are very rare and mostly done as mistakes.
