Japan surrendered on August 14, 1945 and that is what officially ended World War II and sparked the occupation. Initially, the Allies were going to divide Japan amongst themselves and Russia would have founded a communist zone called “Democratic People’s Republic of Japan.” But, thanks to Harry Truman, president of the U.S. at the time, and fear of possible nuclear warfare the U.S. was able to run the occupation. Truman appointed MacArthur as Supreme Commander for the Allied Powers (SCAP). The purpose of SCAP was to “supervise” the occupation of Japan. When he was appointed, Japan had one major, looming problem… hunger. After the collapse of the government, pretty much everyone was starving. MacArthur was able to set up a “food distribution network”. This aid was provided through the guise of Licensed Agencies for Relief in Asia and costed the U.S. about $92 million dollars in loans but, it was able to get Japanese citizens started on the rebuilding process.
