UPLB DORMITORY SITUATIONER 2013
“Residence halls are more than mere provisions for board and lodging of students; they are institutions… as such, more than providing food and shelter to students, they must also provide experience in general education through social interaction and group living.” -Rules and Regulations Regarding Accommodation in UPLB Students’ Residence Halls; Approved by the Board of Regents (BOR) at its 859th Meeting, 10 Apr 1975, Superseded by the BOR at its 871st Meeting, 29 Apr 1976, Amended by the BOR at its 899th Meeting, 30 Mar 1978.
Hastily-prepared and implemented policies, exorbitant fees, faulty and unrepaired facilities, and the blatant disrespect to the privacy and security of the dormitory residents mark the repressive stance of the University Housing Office (UHO) with the studentry and staff of the university.
Various arbitrary, anti-student and anti-staff sanctions and policies implemented Since the start of the academic year, the UHO has exhibited its iron fist in setting out memoranda and announcements.
Late and overnight permits have now been implemented in accordance to the revised Dormitory Agreement even with the presence of a log book, which sets the permits in black and white. These permits may only be accorded and approved by the dormitory manager until a waiver and quitclaim form is accomplished, which clears the dorm authorities and the university from any responsibility in any untoward incident involving the resident. Also, the permits are required to be accomplished and passed until 5PM, without any prior consultation and dissemination with the stakeholders. Even the residents’ parents are confused in filling up the form.
It should be noted that the original dormitory agreement initially signed by the residents imposes a late permit and overnight permit submission deadline of 7PM. Dormitory authorities have been reported as modifying the deadline by erasing the initial time
