This new approved law is somewhat valuable for it will help the poor deserving scholars to reach college without troubling their educational expenses. The tuition of the incoming freshmen for their first year in their chosen state university or college with respect only to their region would be subsidized by the government. It is expected that there are numerous scholarship applicants since the estimated number of students are 80,000, so in turn, there should be a great amount of funds to be given in the state universities by the government. The problem here is that funds are not completely used for education hence it is pocketed by the corrupt officials for their own interests. Adding also, the inadequacies in the facilities of the state universities and colleges which is expected to accommodate the incoming freshmen, is not given attention and is still not being settled ever since. Moreover, the dissemination of the information regarding with these settled law is not known by almost everybody especially the poorer segments which are in need of these. It seems to be a kind of secrecy; government wants to be not affected by this large scale of budget
