As a practical matter, Jacqueline Davis needs to document that she informed her employer about this problem. If there were any witnesses to the conversations she had that she feels she can trust, she needs to see if they will back her up if it comes to a whistle blower
situation.
Jacqueline Davis owes no loyalty that requires breaking the law, or ignoring law breaking on the part of her company.
Jacqueline Davis could face personal liability for the dumping if she had a position of higher authority and did not take action to report the infractions. As a clerk, she is probably not going to face such liability, as the authorities will understand her lack of influence, even if she can't document her objections.
If Jacqueline Davis had more scientific expertise, she might be able to be more persuasive to Angela about Angela's misguided notion that its okay to dump a little bit of medical waste. But Angela probably doesn't want to listen anyway.
Jacqueline Davis would probably do best to think of a way for her newspaper friend to discover this information in some way that her employer will not be able to trace back to Jacqueline Davis. Unfortunately, since she did the right thing and approached her employer first, its going to be hard for them to not suspect her calling in the tip. She could wait a while, but that endangers others with more dumping happening in the meantime.
I think if she found a trustworthy environmental activist who would agree to not divulge the source of the tip, and perhaps set up an alternate reason to investigate the landfill and just happen to do it when the Avco dumping is happening, it might provide the cover Jacqueline Davis needs to keep her job and report promptly.
Jacqueline Davis needs to look for another employer right away though, as this firm is going to end up with huge problems from this eventually.
