Introduction
The freedom of expression is provided in the Federal Constitution of Malaysia. However, although the freedom of expression is provided, any materials deemed offensive, sensitive, hostile or more would be filtered out which further results in the censorship of media. With the rapid evolvement of technology, the internet has now become a new medium for society to practice their right of freedom of expression. It is now used by almost everyone to express their ideas, thoughts, views, opinions and more through various application services. For example, many people use a blog to express their ideas and opinions about certain issues that arise among society while some users may also comment on their entries. Others may simply communicate them through online forums instead. Despite having the freedom of expression as a fundamental liberty it is still, no doubt, regulated by governments of many countries and the same applies to Malaysia. With the censorship of media, information on the internet that is intended to pass through would, intentionally or unintentionally, be altered causing the reliability of it being true to be compromised. Hence, although citizens of Malaysia are provided the freedom of expression, it is still heavily limited and is not an absolute right.
Violation of Freedom of Expression on the Internet
The freedom of expression is the right to express freely, assembly peacefully unarmed as well as the right to form associations. This is provided in the Federal Constitution of Malaysia under article 10(1) which is subjected to clauses (2), (3) and (4) where ‘every citizen has the right to freedom of speech and expression’ . As there is frequent use of the internet to express freely, the government had
