BACKGROUND OF THE PROBLEM

A. Description of the Current Situation Accomplished programs and projects of the Sangguniang Kabataan (SK) each year is declining as a result of poor performance and leadership. In the early period of the term of office, number of accomplished projects and programs were then satisfactory. However in the subsequent years until the latter part of their administration, accomplishments were declining. Moreover, mismatch between SK projects and what the youth really need was even present. Based on the data hereunder, the top three SK projects deal with sports concerns, environmental issues, and infrastructure. Based on the documents review conducted by the researcher, below is the table which shows the combined number of accomplished program and projects from nine (9) barangays of the municipality including the outputs of the Pambayang Pederasyon ng Sangguniang Kabataan.
