Many youth has no prior records. If they do have any records its of petty crimes. Many young adults are very vulnerable easy to be persuaded. When this happens it allow terrorists to engage in involvement of youths. That would reduce older terrorist leaders from being arrested. The central Intelligence Agency had did some observation some time ago on the Al Qaeda. They believed that they was seeking recruits around the western youths against their own kind.
