Performance Enhancing drugs should not be legalized because this goes to shows that PEDs have more of a negative effect to an athlete's life than an athletes failing on his/her own. Also, the main reason doping to banned in every sport is because it is to keep the games as fair as possible without using any illegal substances. The heightened ability of these athletes could also endanger these other athletes, where sports like football and hockey involve so much physical contact.
