Kind Attention: - MR.PRASHANT J PATEL,PROPRIETOR. Dear Sir/Ma’am,

Sub: NTU/Modem Return against surrendered X.25 leased lines.

The Exchange has successfully migrated all connectivities from X.25 network to IP Protocol. It has been observed that in case of few X.25 leased lines below mentioned activities are still pending from member end.

1) Modem return letter not collected by members from NSE. 2) Modem surrender acknowledgement letter not submitted by member to NSE.

The details regarding pending activities have been provided in the enclosed Annexure. We would like to inform you that Exchange is following up with MTNL for refund of these surrender cases. However, if modem is not submitted to MTNL, the refund will not be processed by them. Hence it is mandatory to return modem to MTNL.

Further, we wish to inform you that in case a member fails to submit modem to MTNL, appropriate charges (approximately between Rs,10,000/- to Rs.17,000/-) will be deducted from applicable refund if any. MTNL will close theses cases in their accounts and will not be considered for refund in future if modem will be submitted at a later date. In case, refund amount is less than applicable charges against NTU/Modem, MTNL will raise bills for these charges which will be required to be paid by the members.

In view of the above, you are requested to do the needful by October 29, 2010 failing which, MTNL will appropriate respective charges from applicable refund if any or alternatively a bill will be raised by MTNL for these charges.     Till 1994, fixed telephone services were provided by Department of Telecommunications (DoT) which had a monopoly in this business. This was regarded as self-defeating because DoT was a regulator as well as a competitor. With increasing pressure for privatisation, the government agreed to give license to private operators. Finally in December 1996, the bill of privatisation of fixed telephone services was passed. The New Telecom Policy (NTP) with its targets for improving tele-density was an ambitious policy. The NTP planned to achieve a tele-density (number of telephones per 100 people) of 7 by the year 2005 and 15 by the year 2010, which translated into 130 mn lines. The policy also planned an investment of Rs. 4000 billion by the year 2010. The above factors combined with the fact that the domestic long distance telephony was open to private players, led to considerable demand for the company's products. But to get the tenders from Ministry of Telecommunication, Government of India, a license fee was to be paid over a period of 15 years and the viability of telecom projects was also affected by the guidelines that required private operators to earmark at least 10% of their telephone lines for villages.
