Abstract
Complaints are an unavoidable part of being a manager. Even the most effective managers get their share of complaints. A complaint may be made by the general public, by people arrested or by employees of the law enforcement department, including peers or managers. The person or group filing the complaint is called the complainant. Here I will outline a newspaper article that I found of a public complaint against a police department. I will outline the nature of the complaint and answer how would I begin investigating the complaint mentioned and what kind of morale problems might results from an inadequate investigation?
Public Complaint The article I chose to discuss is an article out the Dallas Morning News paper (April 22, 2012) titled Dallas Police to Suspend Squad-Car Video Reviews Due to Officers’ Complaints. The article is an internal complaint from the officers within the department. An internal complaint is a complaint by officers or employees who begins their concerns to the next highest manager. In this case it against the department heads, it was brought before the city manager and the other head of local department, following the chain of command. The article descript that the officers of the Dallas Police Department feel the special unit’s regular reviews of dash-cam video from patrol cars are being nitpicky with disciplinary action for minor infractions such as speeding. Within the 11 months of operation, the unit reviewed the dash-cam videos and they found numerous examples of officers exceeding the department’s speed requirements, failing to turn on their lights and sirens or failing to stop at stop signs or red lights during chases or when responding to other emergency calls.
