However, when you include the magnitude of risk associated with responding to a terrorist attack, it is almost impossible to be 100% prepared and ready. That is why it all comes down to being well trained and equipped with the proper resources. Training is something that should never be sacrificed. For example, you should never do something to merely “check the block”, it needs to be well thought out and prepared. More specifically, training needs to implement a type of crawl, walk, and run method; building upon different levels of training as you go (i.e. basic level courses to advanced
