Responsibility of Parties Involved In Establish Safety at Construction Site

Abstract
The research paper is conducted to give awareness to all parties involved in construction industry and to identify the common hazards at site. In construction industry, accidents are likely to occur due to human error, hazards of the surrounding environment, and failure to comply with safety instructions. Generally, safety aspects should be the main priority at constructions site to minimize the accidents. The data were collected using questionnaire that distribute to Selangor and Kuala Lumpur area only. So, further research need to be conducted at other states in order to get more details and precise data.

Introduction

Background Research

The construction industry in Malaysia has embarked on a new era towards the realization of sustainable and progressive construction. In 2007, the government had launched the Construction Industry Master Plan 2006-2015 (CIMP) initiated by the Construction Industry Development Board (CIDB) Malaysia. The purpose of CIMP is to gear up the Malaysian construction industry towards globalization and competitiveness. It constitutes seven strategic thrusts which encompass the construction value chain. One of the strategies is strategic thrust 3 which is to emphasize on striving for the highest standard of quality, occupational safety, and health and environmental practices. Safety in construction must be a priority among the construction work during

    Construction sites are dangerous, and many accidents can occur. Each day on a work site, construction workers are subject to many tasks and pieces of equipment that can put their lives in danger. Workers are asked to work with heavy equipment and powered vehicles, such as forklifts (Powered vehicles), cranes and other heavy duty equipment, (OSHA, 2010). With all of the activities that occur on a construction site, accidents due to falls are the number one threat to construction workers on a work site, (OSHA, 2010). The U.S. Occupational Safety & Health Administration (OSHA) states that falls are the number one cause of construction injuries and deaths, (OSHA, 2010). Falls are the leading cause of deaths in the construction workplace. From 1995 to 1999 with an average of 362 fatal falls occurred; this trend is on the rise, (OSHA, 2010). OSHA states that it is important that safety and health programs have steps or measures to protect construction workers from falls on sites. Most fall-related injuries occur from unprotected side walls, wall openings, floor holes, not using scaffolding correctly, unguarded protruding rebar and not using ladders correctly, (OSHA, 2010). Falls from a height or from an elevation will count towards one third of all deaths in construction. Majority of construction work is conducted above ground, several stories in the air. Leading cause of falls are due to construction companies not having or utilizes the safety program that works towards a reduction in fall related accidents, (OSHA, 2010).…

    The intent of this paper is to discuss the stakeholder’s concerns relative to the significance of perceived performance criteria and the related performance outcomes in a construction sector environment located in Hong Kong. The key participants to this study consisted of clients, designers, consultants and contractors. Using a one-way analysis of variance (ANOVA), the research established nine performance criteria namely profitability, care for environmental protection, timeliness of project delivery, quality of life, safety, effectiveness of the construction process, no claims or disputes, job satisfaction, and innovative ideas for design and method. Outliers between the performance criteria and the outcome would represent weaknesses needing performance improvement. The hypotheses developed emphasized that there are variables that govern the research population when analyzing the importance of performance criteria in relation to planned performance outcomes, different types of construction projects may demand different performance levels, and the roles of participants in the construction projects may have varied opinions on what criteria would be most important. Data from 324 practitioners engaged in construction projects in Hong Kong were compiled and analyzed. The respondents were grouped by their roles in the construction project, by the type of construction projects, and by their functional role in their respective organization. Based on the results of the data analysis, the research rated timeliness of delivery or completion of the project as the most important performance criterion out of the nine areas followed by profitability, care for environmental protection, quality of life, safety, effectiveness of the construction process, no claims or disputes, job satisfaction, and last was innovative ideas for design and method.
