There also exists confusion when it comes to defining authority as the same has not been clarified under the Act. Plus, the problem of corruption also seems to have seeped in these public information offices. Most of these offices at the state and district level are not cooperative and also threaten people to take back their applications which is strictly direct denial of information.
The RTI was demanded in India via a movement of the Majdur Kisan Shakti Sangathan (MKSS), a group of labors from Rajasthan. It was a long social movement which finally led to the introduction and legislation of the Right to Information Act of 2005. Since it is something that was demanded and people have strived and struggled very hard for it, it was cherished that the government has finally regulated this legislation as an Act.
