Starting in the background of the sky he has used the primary colors blue and yellow with the additive process to make the colors seem lighter. Dali has started with an off blue that fades into a light yellow for a sunset appeal. These colors together tells that the time of day is most likely late afternoon. The sky with no definite lines fades into a white with a tint of blue to represent a body of clear water.
