This gives a bigger impact than giving the actual number. Likewise, enumeration is seen by a phrase explaining the reasons behind medical needs. It reads “a lack of medical services, poor sanitation, food insecurity and low raters of immunization”, and the use of only negative adjectives indicates the very bad situation and hopelessness.
