In my opinion Sea Basing is a joint concept that can be built upon to help in all arenas of military operations. However, “…sea basing, the responsibility for improving the capacity to sea base falls primarily on the Navy.”3 The Navy has to take the lead in this concept and work with other services to expand this capability.
