STUDY NOTES FOR CHAPTER 3 Managing Healthcare

1. Challenges government face in managing healthcare
Healthcare is public good (provided by the government for society)
Provide basic healthcare for poor.
Provide quality healthcare.
Cost of healthcare increases (advancement in medical knowledge leading to more specialization and demand for quality healthcare).
How to meet healthcare cost given limited resources.
Health care provided by individual (own-self or insurance) and employer (through insurance or government taxes)

2.1 Healthcare in Singapore in 1960s
Reasons:
Public health poor due to rapid population increase, insufficient hospitals & clinic, public places unhygienic due to littering and dumping.
Solutions:
Building programme of hospitals and clinics.
Island wide copulation (injection) for children.
Environmental clean up in public areas and campaigns.
Result:
Increased level of public hygiene
Kept spread of infectious disease.
Healthier population and productive workforce.
Better economic growth and lead to economic affluence and standard of living.

2.2 Healthcare in Singapore in 1970s
Need due to rising affluence.
Improvement in Science and Technology.
Solutions: Polyclinics and improvement in hospital facilities.

2.3.0 Health Care Services in 1980s
New approach to provide healthcare necessary advancement of medical science
Wages for medical department risen. Government no longer able to afford generous health subsidies
National Health plan (In 1983)
Built a healthy and fit population.
Encourage Singaporeans to stay well
Build up financial resources for those who fall sick to be able to pay.

2.3.1 Encourage self-reliance
People share cost with government
Shared responsibility
Individual
Self reliance as individuals take responsibility for their own health by saving for medical expenses (Medisave and Medishield)
Medisave:
Compulsory scheme for their hospitalization
Help Singaporeans pay for
