Topic: Enhancing Royal Malaysian Navy’s Aerial Boarding Capability.
Reference: (See Annexure B - References). 1. Problem. To establish Aerial Boarding Party for the RMN in order to enhance RMN’s aerial boarding capability in supporting its MIOps in Malaysian waters. 2. Assumption. Nil. 3. Facts Bearing on the Problem. 4.1. Environment. Malaysia is a maritime country. Almost all of Peninsular Malaysia and half of East Malaysia are surrounded with 665,474 km2 of Exclusive Economic Zone and Territorial Waters. This vast sea area contains huge amount of natural resources and formed a very important sea line of communication (SLOC) especially the Straits of Malacca (SoM). Malaysian maritime concern is the cross-border crime activities as well as illegal intrusion of foreign interests. These facts depicted the heavy responsibility of the Nation and the Royal Malaysian Navy (RMN) to protect Malaysian maritime sovereignty and national maritime interest. 4.2. MIOps and Aerial Boarding. 4.3.1. Maritime Interdiction Operations (MIOps) are operations conducted by naval forces, which aimed to delay, disrupt, or destroy enemy’s surface forces or supplies en route to the battle area before it can be used effectively against friendly forces. During non-wartime, MIOps are conducted in support of enforcing law in maintaining national sovereignty over the sea. In executing MIOps, RMN is required to conduct searches onboard ships by sending a team called Boarding Party to board the target ship and conduct searches and inspects for valid documentations. Previously, RMN’s capability is limited to ship-borne approaches which are ship-to-ship boarding or boat-to-ship boarding. The two methods are very slows and have a low probability of success especially for bigger or farther ship and during adverse sea state condition. 4.3.2. Since year 2008,
