(Clarke, 56, 1999) Clarke explains the reason for this concept is to provide a level of “ease” to the audience for their level of uncertainty in regards to planning for the unknown and the potential disastrous unpreparedness with planning in a variety of scenarios. From preparing to experience the new rollercoaster at the local amusement park to a woman preparing for her first baby’s birth – we all want to know what to expect. It is a form of comfort and reassurance and Clarke illustrates the same throughout his writing. Clarke exemplifies that the world would be less chaotic, resourceful and much more reasonable if people and organizations were more honest. This helps people prepare in many ways than being given misleading information from the various levels of government, especially when it concerns emergency management. Safety is not something people should have to think twice
